The major record companies emerged victorious as the Free Artists From Industry Restrictions (FAIR) Act failed to pass out of the California State Senate’s Judiciary committee on Tuesday (June 28) in Sacramento. The Fair Act, also known as AB Bill 983, received four votes, two short of the six needed to reach a majority from the 11-member committee. The bill was the latest effort to repeal a 1987 amendment to California’s “Seven-Year Statute” (a.k.a. California Labor Code Section 2855). That amendment allows record labels to sue artists for damages (including potential lost revenue) if they leave after seven years but before delivering the required number of albums in their contract. Earlier this month, Billboard and many other publications were attacked online by BTS fans for reporting in a way that upset them that the group was taking a “hiatus.” “Billboard you really love making articles with such a non consistent [sic] details,” wrote one reader on Facebook. “BTS is not even on break as clarified by HYBE and BTS members.” Another comment: “Oh can you shut up about ‘hiatus’ stuff?” Some of this bile may have been inspired by BTS rapper RM, who wrote the day after the group said it was taking a break that “it feels bitter” to see “provocative keywords” like “hiatus.” His implication is that the word was used to boost online traffic. In a video shared via the Fiona Apple Rocks fan channel, she spoke out about the systems of control behind the decision. She added that she planned on donating to abortion funds and bail funds instead of politicians. “I’m just one of a lot of women who need to keep on expressing that we do not fucking accept this,” she said.
